Failings of the British Civil Service

When Civil Service appointments are made on the basis of CV’s and the “Old School Tie” regardless of ethnicity or religious views, these blunders will be repeated again and again. This case is a clear example of stupidity, immaturity, and religious and life-style prejudice all put into one. The leader of the Brainstorming team was AJOUM NOORANI, 31, BALLIOL COLLEGE, Oxford University, who is a British Pakistani, a Muslim and also a homosexual. What can you expect?


Everyone was shocked to read the offensive proposals by the Brainstorming Team appointed by the Foreign Office to plan the visit of Pope Benedict XVI this year, so much so that I wanted to find out who was really responsible.


Data was not easy to find and took quite a while to track down, but I reproduce 2 articles of interesting reading, with my highlights.

THE diplomat given a verbal warning over the Foreign Office memo which mocked the Pope was in hiding last night as the angry backlash grew.

Anjoum Noorani, 31, headed a special team appointed by the department to oversee the Pontiff’s four-day visit to Britain in September.

Yesterday more damaging details emerged over the extent of the fiasco surrounding Foreign Office preparations for the first state visit by a Pope.


His team drew up the “deeply offensive” document which suggested Benedict XVI launch his own range of condoms, open an abortion clinic and bless a homosexual marriage during the visit.

It was also suggested he could be asked to sing a duet with the Queen.

Last night Mr Noorani was not at his top floor flat in an exclusive gated community in south-east London.

A flatmate in his late 20s said he was “not expected back”.

It was revealed yesterday that the post of head of the Papal Visit Team had been advertised and officials stated: “PRIOR KNOWLEDGE OF THE CATHOLIC CHURCH IS NOT NECESSARY.”t

Ironically the advert noted: “High levels of tact and diplomacy will be required.”

The position was given to Mr. Noorani, understood to be a British PAKISTANI, who previously worked as press secretary at the British Embassy in Moscow.

The diplomat attended a comprehensive school in Windsor, Berks, before going on to study at BALLIOL COLLEGE, OXFORD. ANOTHER BALLIOL GRADUATE WAS STEVEN MULVAIN, 23, THE FELLOW CIVIL SERVANT WHO EMAILED THE MEMO TO DOWNING STREET AND THREE WHITEHALL DEPARTMENTS. Astonishingly he has escaped punishment over the scandal. Mr Noorani is understood to have been given a verbal warning and moved to “other duties” in the Foreign Office.

Last night critics said the choice of non-Catholic staff highlighted the “appalling lack of respect” shown to the Pope.

Catherine Pepinster, editor of the Catholic newspaper The Tablet, said: “In politically correct Britain people are normally careful not to offend – and rightly so.

“Yet being offensive about the Pope is OK. Catholics are the minority that it is acceptable to treat as the whipping boys. Sometimes this cultural contempt emerges from the shadows – a contempt you’ll never see allowed to be shown to a chief rabbi or a grand mufti.”

A source within the Catholic Church of England and Wales said: “At its best this shows a disgraceful lack of knowledge and understanding of the church among middle-ranking civil servants.

” A more alarming inerpretation is that there are elements of anti-Catholic views and a deep-seated contempt of Christianity within the Foreign Office.

There is no way a memo like this would have been written, let alone widely circulated, had it related to a visit by an important Muslim leader. There is clearly an alarming lack of judgment within Government departments.”

The unmarried diplomat was known for his flamboyant lifestyle and fondness for the city’s nightclubs.

Suave and expensively dressed, he attracted the attention of admirers.

One female Russian journalist wrote in a blog after meeting him for the first time: ‘I have never seen such an ideally beautiful man in my life.

‘Tall and slightly dark-skinned, huge oil-coloured eyes, ideally dressed, ideal style. ‘Eyes to sink into – and it looks like I did. When God was creating him, he was in such a good mood that this boy got everything perfect.’

I wonder if Mr. Noorani 20 year old male roommate thinks the same about Mr. Noorani huge oil-coloured eyes!

The diplomat at the centre of the storm over the Foreign Office memo mocking the Pope has been suspended and faces a disciplinary hearing that could lead to his dismissal.

Anjoum Noorani – who is described by friends as ‘very clever’ and ‘very affable’ but lacking the ‘common-sense gene’ – will be investigated by a panel of senior officials.

One friend remarked: “He was extremely bright and always full of ideas. He should have gone far in his career, but we always knew he was going to come a cropper.”

Mr Noorani, 31, was relieved of his duties as chief of the team coordinating arrangements for the papal visit to Britain in September as it emerged that the head of the civil service, Cabinet Secretary Sir Gus O’Donnell, has spoken to the leader of Britain’s Roman Catholics, Archbishop Vincent Nichols.

Other members of the team who helped write the memo and then circulated it among colleagues have been sent on diversity training courses.

These involve coaching sessions and self-assessment tests.

A Foreign Office source said: ‘The idea is to instill in people the need to treat others with respect, whatever their background.’

In a lengthy telephone conversation last Thursday, Sir Gus apologised to Archbishop Nichols on behalf of the Government for the offence caused by the memo.

Among the suggestions it contained were that Benedict XVI should open an abortion clinic and launch his own brand of condoms during his four-day visit.

The two men are understood to have agreed that the reformed papal visit team would include a number of practising Roman Catholics.

Mr Noorani spent five years at the British Embassy in Moscow, where he rose to oversee media relations.

The Oxford-educated diplomat, who is of Pakistani descent, is remembered as outgoing and enthusiastic.

‘He was not a diplomat who hides inside the embassy,’ said a former colleague. ‘He was always very discreet about his private life. He enjoyed going out but he was very careful, as we all were, in Moscow.’

When he returned to Britain in 2007, there was speculation that he was one of four UK diplomats expelled by the Russians in a tit-for-tat move following the death in London of KGB dissident Alexander Litvinenko.

The four were kicked out after Britain expelled the same number of Russian diplomats over Moscow’s refusal to extradite a Russian secret agent wanted by Scotland Yard for questioning.

Mr Noorani denied at the time that he was one of the four.

British-born, Mr Noorani grew up in Windsor, where his family still live in a large stucco house, and attended a local comprehensive before winning a place at Balliol College, Oxford, graduating in 2000 with a First in Politics, Philosophy and Economics (PPE).

He joined the Foreign Office (FO) after university as an assistant desk officer for Poland.

Picked out by his superiors as fast-track material, he was sent on an intensive six-month Russian language course before being posted to Moscow as Second Secretary with responsibility for economic and trade matters.

He was later promoted to head the embassy’s Press and public affairs department and is thought to be one of the youngest diplomats to have held the £50,000-a-year post.

The Ambassador at the time was Sir Roderic Lyne, now a member of the Chilcot Inquiry into the Iraq War.

A high-ranking Foreign Office official has been asked to investigate Mr Noorani’s role in the papal memo affair and make recommendations to a disciplinary panel.

Depending on how serious his alleged breach of the civil service code is judged to be, Mr Noorani could be given a final warning, demoted or even dismissed.

In the meantime, George Edgar, a former Ambassador to Macedonia and Cambodia, has replaced him as head of the papal visit team.

A Foreign Office spokesman said: As we have made clear, it was a foolish document that did not in any way reflect FO views.

‘Although it was intended only for internal use, it was ill-judged, naive and disrespectful of some key tenets of the Catholic faith.’

A spokesman for the Catholic Bishops’ Conference of England and Wales confirmed that Sir Gus had spoken with Archbishop Nichols last week about the memo and the Government’s reaction to it.

He added: ‘We are looking forward to a successful visit by Pope Benedict later this year and the Government has assured us that they want it to be successful as well.
